The incidence is incorrect in the manual and should be as follows:

With the root of the wing at 0, the tips need to be negative 1-3/4 degrees; the stab needs to be positive 1-1/2 degrees.

To look at it another way, with the stab at 0 the wing is NEGATIVE 1-1/2 degrees at the root and NEGATIVE 3-1/4 degrees at the tips.
